Description of Event/Crime : On 08/30/2011 at 1925 hours,
Detectives with the FH IMPACT Team were approached in the Substation
parking lot by a subject named, Ernie Lopez. Ernie reported that he had
just witnessed his father, Albert James Lopez attack his neighbor, by
forcing his way into Devin's apartment and strangling him until he
nearly passed out.
Detectives went to check on Devin and observed fresh injuries to
his face. Neighbor is a diabetic who suffers from vision problems.
Neighbor stated to Detectives that he got into an argument with Albert
at Alberts apartment. Neighbor left and returned to his own apartment.
A short time later Albert arrived at Neighbor's apartment, forced his
way inside and strangled Devin for several moments. The force of the
strangulation caused neighbor's right eye to hemorrhage.
When Detectives arrived Albert had left the area. Due to the
violent nature of the situation and the fact that Albert threatened to
return to neighbor's apartment, Detective's John Stott and Geoffery
Stone stayed on scene and conducted undercover surveillance on Albert's
apartment. Albert arrived a short time later where he was taken into
custody without incident.
