Description of Event/Crime : Mr. Lucero is a high-lethality domestic
violence offender, with a lethality assessment score of: 8 out of 10
(which converts to an 80% likelihood of escalating high-lethality
behavior). Mr. Lucero also has outstanding misdemeanor and felony
warrants for domestic violence and child abuse.
Due to Mr. Lucero's threat to the victim and community, the FASTT Unit
has been actively looking for Mr. Lucero for the past two weeks. Mr.
Lucero has evaded apprehension until today.
Today at 0850, the FASTT Unit conducted a tactical operation targeting
Mr. Lucero for arrest. Information was developed by FASTT Detectives
that a friend of Mr. Lucero would today be dropping off children, at
Georgia O'Keefe Elementary in the early morning hours. Detectives
conducted surveillance at the elementary school until Mr. Lucero's
friend arrived. Once the child was dropped off, FSB officers assisted
FASTT by conducting a traffic stop on this individual (who was also
known to have traffic warrants). This individual confirmed that Mr.
Lucero was inside the residence located at: 4500 block of Holiday Breeze
PL NE.
FASTT Detectives and FSB Units established a perimeter around this
residence and began to order Mr. Lucero from the home. Mr. Lucero
refused and began to barricade all entry points with objects to obstruct
entry. DVSO (domestic violence specialist officer) Verlanda
Tsethlikai-Natewa is TDY to the FASTT Unit and is a certified CIT
negotiator, took the lead in negotiating Mr. Lucero's eventual
surrender, which avoided a possible SWAT call-out.
